Rain Tax, Rain Tax, go away! Why is Maryland making citizens foot the bill?

Has the recent mandated Maryland Rain Tax make you feel like a raining buckets of tears?

Rain Tax go Away! Those impervious surfaces, like your asphalt driveway, concrete pools and, of course, your roof, are all considered in this new Stormwater Rain Tax.

Although many Maryland counties are fighting back, like the new Anne Arundel County Executive Laura Neuman, who vetoed the decision of the State of Maryland legislators, who basically said, "Heck, No! We need to figure something else out for the citizens and businesses of Maryland" , but many counties are scrambling trying to figure out how to come up with the funds to implement the new law.

So, where did this "rain tax" come from anyway? Our Federal Government, of course! It was a new law passed over a year ago at the Federal level, the so called, Stormwater Management Law, which had been passed down from the Federal Government to the individual States, one being our beautiful State of Maryland. During the most recent legislation, our State Delegates passed the decision to pass the buck down to the more populated Maryland Counties. Well, you know how the story ends... that means the counties need to decide if they will impose the "rain tax"on to it's citizens, businesses, landowners and churches. But, let us not forget, the county government buildings and parking lots are not effected by this new "rain tax" bill, they are exempt, of course!

Rainwater leads to storm drains...which eventually end up in our creeks, rivers and streams.

A recent article in the Baltimore Sun states that the new Anne Arundel County Executive Laura Neuman, a Republican, might have a hard time with the veto, however, there are many delegates, both Democrat and Republican, whom would like to have the "rain tax" stormwater management fees be reviewed again. A letter dated April 25, 2013 from County Executive Laura Neuman on the Anne Arundel County website, states, she would like to review the Anne Arundel County Bill No. 2-13: Stormwater Management – Watershed Protection and Restoration Special Revenue Fund and Program, and come up with a better solution. Only time will tell, but in the mean time, we are happy to have someone who holds the position of County Executive who will stand up for what they believe is the right thing to do! With that, we say "thank you Laura Neuman!"

The state mandated deadline in July 1, 2013. Let's hope the powers that be figure it out soon!

Think about it, what makes humans healthy and strong? Water, nutrients, vitamins and good genes! Well, think of your garden soil in the same way. The good "genes" in the soil are the components that are typically in soils throughout the U.S. Many regions have varied soil conditions, from very sandy soil to heavy red clay. Each region has it's own unique "gene". Here in Maryland, we have everything from sandy soils on Maryland's Eastern Shore to very clay prone areas throughout Maryland.
